HOW I DID IT:
Phone and emailed them at least two weeks in advance to ask question and give them a heads up.
email them the required documents (almost two weeks in advance).
phoned again several times to follow up and make sure I received the permit through the admin after the inspector issued it... in time.

a manually signed permit application Redacted_application_and_foodsafe_certificate.pdf
